Environment Canada's Weatheroffice produces the official weather watches and warnings if the atmospheric conditions are conducive for the development of significant and/or severe weather.   The Public Alerting Program has 4 types of alerts and it depends on the severity and timing of the event.   A weather hazard has to reach specific criteria for an alert to be issued.
